Council Regulations
King Faisal University Council Regulations:

The University Council is responsible for overseeing the University’s academic, administrative, and financial affairs and for implementing the University’s general policy. In particular, it has the authority to:

  1. Approve the training and scholarship plan.
  2. Propose the establishment of colleges, institutes, departments, research centers, and supporting deanships, and propose their modification, merger, or abolition.
  3. Approve academic specializations and postgraduate programs.
  4. Grant academic degrees to graduates of the University.
  5. Grant honorary doctorates.
  6. Determine the details of the academic calendar in accordance with the general framework of the academic year, including its beginning and end, and specify the vacations included therein.
  7. Assign faculty members, sending them on academic missions, granting them sabbatical leave, and terminating their service in accordance with the applicable regulations.
  8. Approve curricula, study plans, textbooks, and references based on recommendations from the councils of the colleges and institutes concerned.
  9. Propose rewards and financial incentives for students of various types.
  10. Approve the University’s draft budget and submitting it to the Minister of Education.
  11. Approving the University’s internal bylaws provided they do not entail financial or employment-related benefits.
  12. Approve the University’s internal regulations or amend them.
  13. Discuss the annual report in preparation for submitting it to the Council of Higher Education.
  14. Determine the amounts allocated to each college, institute, and supporting deanship, and to an independent center, for expenditure within the limits of the financial regulations.
  15. Discuss the University’s final accounts prior to submitting them to the Prime Minister.
  16. Approve the University’s extracurricular activity plan.
  17. Consider the appointment of teaching assistants based on the recommendation of the relevant academic councils.
  18. Accept donations, gifts, and bequests, provided they do not conflict with the primary purpose for which the University was established.
  19. Establish rules governing visiting students from and to the University.
  20. Review matters referred to it by the University President, or proposed by any Council member, and form standing or temporary committees from among its members or others to study matters assigned to them.
