General Administration of Legal Affairs

Grievance unit:

1) Contracts and Agreements Unit:


 It is responsible for the following tasks and powers:


 1. Study and review the contracts that the university has with other parties, express an opinion regarding them, and ensure their regularity.


 2. Review the agreements received in terms of their procedures and wording.


 3. Providing the legal services required for immovable property transactions, including lease and maintenance contracts, deeds, records, official title deeds, and related documents.


 4. Preparing and developing the necessary forms for the unit’s workflow.


 5. Establish standards for measuring performance for all activities related to the unit, and review and develop them on an ongoing basis.


 6. Organizing and saving the unit’s documents in a way that makes them easy to retrieve and benefit from.


2) Cases and Disputes Unit:


 It is responsible for the following tasks and powers:


 1. Representing the university in any cases brought against it or from it before the courts or bodies with judicial and arbitral powers of various types and degrees.


 2. Preparing claims sheets and defense memos in cases, objections, and appeals of rulings.


 3. Conducting preliminary investigations revealed by the oversight, or participating in those investigations revealed by the oversight and in what is referred to it by the university president.


 4. Studying the violations attributed to university employees regarding the rules, regulations and instructions, and expressing a regulatory opinion regarding them, as well as studying the grievances submitted by them or others.


5. Preparing and developing the necessary models for the unit’s workflow.


 6. Establish standards for measuring performance for all activities related to the unit, and review and develop them on an ongoing basis.


 7. Organizing and saving the unit’s documents in a way that makes it easy to retrieve and benefit from them


3) Consulting Unit:


 It is responsible for the following tasks and powers:


 1. Providing legal opinion and advice regarding the activation of laws and regulations, how to implement and apply them, and studying all regulatory inquiries, allegations, financial claims, legal issues, or administrative and formal procedures referred to it.


 2. Study the minutes of the various councils and committees received by the administration and express a regulatory opinion regarding them.


 3. Review the proposed regulations received by the administration in terms of their wording and the extent of their regularity.


4. Supervising the updating of systems, regulations, decisions, instructions, and data related to the university’s specializations, organizing and preserving them, and taking advantage of the technical capabilities in processing them, and coordinating this with the relevant authorities.


 5. Study the draft decisions and others referred to it by the President of the University, and express a regulatory opinion regarding them.


 6. Study the powers that university officials delegate to their subordinates, indicate the extent of their regularity, and review the necessary administrative decisions in this regard.


 7. Preparing and developing the necessary forms for the unit’s workflow.


 8. Establish standards for measuring performance for all activities related to the unit, and review and develop them on an ongoing basis.


 9. Organizing and preserving the unit’s documents in a way that facilitates their retrieval and benefit from them.


4) Grievances Unit:


 It is responsible for the following tasks and powers:


 1. Providing legal opinion and advice regarding all problems and grievances referred to it.


 2. Study the grievances of faculty members and those in their position regarding the disciplinary decisions issued regarding them by the Disciplinary Committee in accordance with what the system requires.


 3. Considering the grievances of the university’s administrative and technical employees, regarding the decisions issued regarding them by the Standing Committee for Studying Administrative and Technical Violations at the University.


4. Considering the grievances of students studying at the university (regularity - advanced affiliation - e-learning and distance learning - postgraduate students) regarding the disciplinary decisions issued regarding them by the university’s male and female student disciplinary committees.


 5. Study other cases referred to it by the University President.


 6. Preparing and developing the necessary models for the unit’s workflow.


 7. Establish standards for measuring performance for all activities related to the unit, and review and develop them on an ongoing basis.


 8. Organizing and preserving the unit’s documents in a way that facilitates their retrieval and benefit from them.
