Rules and regulations
Based on the instructions received to the university from the Minister of Education No. 122040 dated 9/1/1439 AH, accompanied by a copy of the Holy Spirit’s telegram No. 40448 dated 8/11/1439 AH containing approval for a study on the issue of misuse of government vehicles in all its aspects, and based on what was received by the university from The Oversight and Anti-Corruption Authority “Nazaha” regarding the existence of a supervisory program with the authority under implementation related to the use of official cars in government agencies and the authority’s request to provide them with a statement that includes information about employees who permanently use official cars after official working hours.


First: General controls

Do not use cars for personal purposes
The Traffic Department is responsible for registering all car users in the (Tamm) program at the Traffic Department to avoid violations, adhere to traffic rules, and link the vehicle to the name of its driver.
The Traffic Department is responsible for recording all vehicle data in special records and files, both on paper and electronically
The movement management and the competent authorities are responsible for monitoring the status of university vehicles
The employee receiving the car shall bear all the resulting violations or damages resulting from misuse or damage by others during the period of his receipt of it.
The Traffic Department periodically evaluates the conditions of the cars
The person in charge of the car is obligated to maintain it and not hand it over to others except after transferring it as a trust in accordance with the statutory procedures and adhering to traffic rules and traffic instructions.
The person in charge of the car is obligated to ensure that he has a car registration form certified by the Traffic Department and a driving permit. The person driving it will bear legal responsibility in the event of non-compliance with this.
Its delivery shall be limited to drivers and field employees only in accordance with the receipt and delivery procedures in this regard
Returning the car at the end of the day’s working hours to the parking lot that has been allocated for it. With the exception of urgent work needs that require the car to remain with them after the approval of the person authorized to do so.
Placing the university logo on all government and university vehicles
 
Second: Using the car permanently
Cars that the authorized person decides to keep with the employee permanently will be offset by a deduction for the transportation allowance from the monthly salary.

Third: Using cars for a specialized nature:
Specialized works that require the presence of their owners outside of official working hours are allowed to use cars for this task according to urgent work requirements, which require the cars to remain with them after the approval of the authorized person.

Fourth: Car maintenance:
All university vehicles are subject to periodic maintenance according to the applicable system
Regular maintenance is carried out within the maintenance centers of the university’s movement department
The Vehicle Maintenance Department prepares a maintenance card for each car and a card inside the car that includes all periodic maintenance work
If the car does not undergo maintenance for two consecutive periods, the recipient of the car bears responsibility, and the Traffic Department undertakes to immediately tow the car and report any violation to the authorized person.
Washing and lubricating cars is carried out under the supervision of the Traffic Department according to a model designated for that purpose

Fifth: Selling government vehicles:
Based on what was stated in the Circular of His Excellency the Minister of Education No. 122040 dated 9/1/1439 AH and attached to the Holy Royal Order No. 40448 dated 8/11/1439 AH in paragraph (f), cars shall be disposed of if they have been used for ten years or more, or which have become Its maintenance costs are high, based on a report issued by the Vehicle Maintenance Department, in accordance with the regulatory procedures followed in this regard
